  1. Hitler had this idea of a permanent struggle. He never wanted to take the USSR's lands right up to the Pacific. He wanted a constant struggle at the borders of the German Reich with the eastern hordes. This struggle may have been a form of a permanent tension. Never keep the population relaxed. Always have an external threat to keep them aware.
