  1. At that point in the war the Philippines were strategically unimportant to Formosa. Formosa was regarded as more important. British battleships would bombard the place. The British Pacific Fleet spent a lot of time around Formosa and Okinawa.

  2.  @TheKnowledgeMan101  MacArthur was about the only one who wanted to go into the Philippines. Most wanted to bypass the place using all resources going straight for Japan, ending the war ASAP.
