  1. Best have a summer/winter switch, that cuts out the bottom water heater element entirely. If you have electrcity capacity you can also have both on at the same time, giving a faster warm up. Just a matter of simple switches and wiring.

  2. If your electricity power is man enough to power the two thermostats at the same time, just leave them on. The stratification of water prioritises the two elements. When both are on the water is heated faster.

  3. On demand water heaters save lots of space. Unvented tanks have an explosion potential. They do run out of hot water.
