I thought the president IS the commander in chief, Biden certainly is, and Zelenskyy is Supreme CiC with regular CiC being installed by him (first Khomchak, after protests Zaluzhny, and after 2023 Syrski). Anyway trying to lawyer your way through RF laws is pointless because it's a dictatorship where laws, even constitution, work selectively and changed on a whim. It's a classical despotism where one despot's word is the law, with no checks and balances and only a thin veneer of a modern legal state.
