  1. Private beaches exist in Ukrаіne usually owned by, say, a children's sports center, nobody would arrest you for trespassing but you can be chased out. NOW oligarch owning beach property is another problem entirely, 95% of beaches are public but we really want hate the 5% that put up high fences. P.S. Land until very recently was ALL public property on paper, you couldn't buy or sell it, only rent from the government.
