  1. If a child is taken away for good reason before they're even a year old, and then they spend more time with the foster family than they did with the birth parents, it shouldn't be legal to give the kid back to the birth parents.

  4. Yeah for example; no reunification for parents who lost their child under a year old. No reunification for parents whose children have been in the care of a stable foster home for longer than they were in the care of the birth parents. Those seem like good starting places.

  6. Not just fired. The judge and social workers involved in this decision should face jail time. They are responsible at this point for child endangerment and abuse.
