  1. He knew his brakes were failing for about six miles and he passed at least one run away Big ramp designed specifically for that reason. He knew his brakes were failing well enough before he plowed into stopped traffic.

  2. It sounds like this man's actions were intentional. There were apparently two runoff Lanes he could have taken to get out of traffic but refused to unless his steering wheel was also not working.
