Jacob was in the land of Egypt. Moses was in Egypt also and when the Pharaoh oppressed his people Moses undertook the exodus. After the Pharaoh drowned Moses took them to the side of the waters. 5:22. The people of Moses said" o Moses indeed within it is a people of tyrannical strength and we will not enter until they leave it then we will enter." This means the land belonged to some other people and the followers of Moses were not entering it.
