There's a minor problem with a policy shift to try to encourage having kids: it never works. It only barely moves the needle. The maximum you get is 0.2. It has to do far more with worldview than it does policy and the expense of having kids. Even more importantly, it's far easier to convince someone to not have kids, than to have them.
