  2. That's not quite what it is. It's very simple: the stated budget just isn't what people think it is. People think the budget is equipment. That's wrong. It's things like food, soldier pay, and medical care. This means that the actual defense budget going towards the true "defense" is less than expected. The government procurement function in the US is what causes the problems we see, not the companies themselves.
