Frankly I imagine the US is depleting the artillery stockpiles, but I'm going to leverage a guess and say that the US is making the decision that it probably won't need them given that they're shifting to the pacific theater. Those small islands aren't exactly prime howitzer fighting given that they're often less than 50 miles across. Fighting is going to be done by the navy in large sea areas or in coastal areas with likely a very limited set in simply preventing China from breaking out of the first island chain. Those howitzers are for fighting the Russians and so might as well let them do it.
