  1. Biggest thing is that the first world War is the straw that broke the camel's back for Russia and Austria. Without it, both countries likely wouldn't have had so many issues. They needed about 10 more years to solve the issues before it started.

  2.  @victory7999  However this was in comparison to the devolution to local autonomy the Austrians were practicing. It's not like the Austrians didn't do the same thing, but the irony here is that Hungary did the same integration as Austria when Hungary was a product of the devolution.
