  1. Governments have no incentive to decrease spending and just throw money at things until it works.

  2. I think the issue is having to have a budget that you don't directly control. If you're managing your own budget or otherwise having to keep it under a certain number with the rest of it going to you it's not as important to simply spend it all. But when someone else gives you a budget there is no reward for going under budget and you just get less money next time.
