I think his presentation is a bit... strange... to say the least but the idea is largely correct. The US is pulling out of the world system and the rest of the world's civilizations are industrializing. We're in many ways heading back to the world of the 16th century. That would include how warfare was conducted which... includes mercenaries. Without one dominating force on the globe, smaller powers rise and without concerted effort to put down certain activities they rise again. So mercantile and mercenary armies make a lot of sense.
