@MightyRude This is correct. The top comment has a point here in that Russia especially has been collecting equipment for literally 150 years of warfare straight. Their main rifle through two world wars was made in 1891 and they've brought out the accurized versions to fill in gaps for snipers and marksman rifles. The cartridge from that rifle is also still used in their machine guns to this day. They've basically been standardizing calibers and the like the entire time and on top of that dumb artillery shells are VERY easy to make. Biggest issues are the barrels...

@dynamicascension981 While this has limited much of the high tech required for precision weapons and guided munitions, they are still able to make dumb shells quite easily as it's simply very easy to make dumb shells.
