I get what the caller is trying to say about fixing the house and yes shes half correct, but mainly if you have a Tennant paying rent with a contract its the landlords responsibility to maintain and make the house safe because the Tennant has a legally binding contract with the landlord probably stating that, if the landlord doesn't want to do that i suggest they get out of the property market and sell up and leave it to a reputable landlord who knows their legal obligations and fulfills them. Plus if the Tennant got sick or at worst died because of neglect of a landlord imagine the deep doo doo said landlord would be in.
