  1. Surely, they are trying to scapegoat the civil servants when any overall decisions are laid firmly at the ruling party politicians' door. That will breed a culture of fear in the civil service by making them accountable for every decision they make and gives a nice get out of jail card to any politician for the civil service to take the blame.. the blame game politicians blaming everyone else for bad policy usually made by them, not a healthy democratic process really is it.🤦‍♂️
