Maddog3060 That was less a case of intentionally cheating and more a result of making their ships too top-heavy and unstable, resulting in them having to be rebuilt which made them break treaty limits Compare this to the Germans who did blatantly break treaty limits without even trying to squeeze under them, to a much greater extent than the Japanese, and even then ended up with far less capable cruisers.
