  2. Duterte has a secret blood pact with the CCP. No one else in the Philippines knows about this but him. His side of the agreement is to not antagonize Chinese advances in the Philippine EEZ, not buy any external defensive platforms and weapons and get Chinese loans for infrastructure development so that it can help his people forget their EEZ issues. It is not clear what he got in return for his compromise of the Philippine water territory. Only he and China knows. With Presidents like Arroyo, Aquino and Duterte, the Philippines can do nothing to defend its water territories.
