Carrier builders were being suicided for promising to build a workable carrier, particularly ones that can launch fully loaded and fully armed fighters, but only to produce ones that can only launch unarmed and haft-fueled planes. They were simply being used as scapegoat when in reality builders only build off of drawings and installations machines and devices made by other companies. Builders just need to prove they built and installed based on drawings they received and that’s it. They are not responsible for devises and machines not working. Xi is clueless who to blame, or perhaps he was unknowingly directed to blame some others.
