I don’t see any controversy on the SCS issue as a whole. Anything documented and signed by both parties with approval of Legislature and Senate will be bidding from the side of the Philippines. Anything signed by then President (only) will be bidding only as long as he is the President. Secret Agreements signed in the wind is just as good as hot air. Why waste time discussing and sweating over it? When China brings it up, tell them that’s a zero issue that cannot be followed through. If countries were mandated to follow through on “secret agreements,” can you imagine how much confusion there will be? Alibis is all China has and nothing more!
