  1. At this point, Xi is just going through the motion of having their BRI Conference. He has no other initiatives left since everything has collapsed. He is simply resuscitating a dead body. Dignitaries in the conference all just wear their poker faces and clapping robotically just like you see in a China Congressional Meeting. Meanwhile, the Philippines which have been excluded in their grand project have simply watched their unfortunate spectacle.
