Wow, so after all the complaining from creators that youtube isn't properly sharing their content, youtube spends their time and money making the problem worse. The CTR doesn't even need to be part of the equation, if it was just based on the watch time / clicks then you'd only see higher quality videos, and would be more likely to watch them (even if you're less likely to click on them). I just wish companies would focus on making their product the best rather than trying to squeeze out the most money. Business culture is so toxic to everything creative and good.
