Apple actually signed up to the original agreement, then used a temporary condition that they are allowed to use a custom connector as long as they had a USB-C adapter. Then they refused to sign the next updates to the agreements. The standards group can change the connector at any time, but all the signatories just have to match the common specs. This is also a policy designed to stop waste, so you don't end up with 5 million chargers and cables in waste. Oh and Apple have already said it will stifle innovation. Another interesting point is that USB-C is just a connector standard, not a speed standard. So you can create a whole new speed and communication standard etc. and then apply it to a usb-C connection. This is why you can have usb-3, 3.1 & 3.2 usb-c cables.
