  1. people are parasites. it's been said many times you take away incnetives no one comes or very few people come. so people like western nations because of the standard of living, career opportunities, business opportunites, rule of law, perceived lower crime rates etc... you remove all that than there is next to no reason for people to come. but that would be like burning down your house so no one lives in it.
