  1. he was just a theater commander. he had to answer to the joint chiefs (marshall, king, leahy, and arnold) and they answer to hte president/war dept secretary. so basically there's only so much ike was allowed to do in the war. win for sure. but the Tehran, Yalta and Potsdam: basically sealed hte deal and ike could not deviate from that.
