because police officers have rules of engagement in terms of how much force they can use. for example the carotid restraint hold is typically reserved for life and death situations
taser is pretty high up there it's for suspects that are actively fighting you and the thing is really 50/50. it requires th prongs to make contact with a major msucle group and the two prongs hvae to link up.
baton, if you use a baton you are not allowed to strike the head, neck or spine, or groin area.
pepper spray is all but neglected now.
most officers will never use actual marial arts moves like punches and kicks because the uniform and body armor is very restrictive for mobility so you will always see them uses some kind of restraint hold but these suspects are freakishly strong.
shooting back of the head ... if you have top mount position you are to holster our pistol immediately.
the police academy has loads of stuff to teach you in a short period of time , law, writing reports, drivng, self defense, shooting, radio codes, role play scenario drills etc. this is just to get you street ready. then you have to train for at least another year on the street under probation officer to be certified a actual patrol officer. and then you need another 5 years to actually get decent at the job.
