On July 20, 1969, President Nixon spoke with crew members Neil Armstrong and Edwin "Buzz" Aldrin via telephone-radio transmission. it takes 2.56 seconds for radio transmissions to go from earth to the moon. now the issue here is When Neil Armstrong and Buzz Aldrin stepped onto the moon in 1969, a S-Band Transponder designed and built by General Dynamics was the only communications link the Apollo 11 Astronauts had to NASA's mission control and millions of people watching on Earth. this is the public explanation. i would just take it with a grain of salt.
