actually it's so bad that the entire government needs to rebooted from the ground up with clean slate. it's that bad now. we're talking about rebooting from local city up to the federal level in all branches and all departments.

@BrianMark1776 and the reboot i mentioned is the probably the least disruption option. if we were to be serious about it rebooting doesn't even solve it as we saw in the past history where even with reboots the bad elements will seep right back in. so you would need to topple the current governemnt put in a new one and delete all the people from the past government jsut as a insurance policy. then wait another 100 years and your new governmetn becomes corrupt too.
