  1. in a fully developed industrialized country you just need 2 kids... to meet replacement. that's it. nothing more nothing less. that's if you wnat to maintain population if you wnat to shrink it than go the china route. if hte future is as automated and AI crazy as we think it is you would probably want to shrink the population base slowly. but that's assuming you have enough money to pay all the "social safety net" programs.
