Basically its a case of the capitalist government being unprepared to do anything except issue an order to evacuate and urge people to buy insurance at market rates. Of course once the government declares a disaster the first thing the insurance companies say is it an act of God and we don't have to pay. Meanwhile the population suffers while the bosses still get to keep their property and count their profits. In fact Bush refused aid from Socialist Cuba because the local people wouldn't understand Oil Man Bushes hatred of communism.

@michaelafrazier3387 It won't because you can't just turn back the clock of history. The Roman Empire also worked for Rome in Roman times. The capitalism of the 19th century was a capitalism that only finished conquering the world just before the end of the century. It survived the 20th Century only because of the destruction of two world wars and the betrayals of the Social Democratic and Stalinist labor leaderships. The capitalist are divided by nation state where as the wage earing working class is not. We advance though solidarity. They advance by beating the competition.
