That's because costs, capital, labor and profits get distributed unevenly across the world's capitalist private property economy. The whole system is interdependent but private ownership sets up barriers from where profits can be extracted. UPS could not function with public roads or the rest of capitalist industry for gasoline, diesel, trucks, ect.
