There are already plenty of cops to arrest real criminals and laws that make real criminal conduct illegal on both sides of the border with extradition to the country where the real crime was committed. Maybe someone like you would want to have checkpoints at all states borders? That way those who engage in interstate flight to avoid production could be more readily arrested.
