  1. China does not want US troops on its border. My guess that also applied to the Russian Federation. Look at a map. China and the Russian Federation have land borders with north Korea. Each country has at least one railway crossing into North Korea. Corruption is much more advanced in China and the Russian Federation. The United Nations is hardly united about anything. If the trade is profitable than it will continue. For the US to try and stop another country's ship from entering North Korean waters would be seen as an act of piracy on the high seas. Limits on textiles? That's an easy enough problem to solve just put another companies name on it. Bill Gates has been trying to stop software piracy in China for about 30 years now. Microsoft has been able to stop about two percent of windows piracy in China that means 98% of the Windows systems sold in China are pirated versions.
