The problem is profit maximization. The bosses want the longest hours the lowest pay and to use up all the equipment until a collapse occurs then they can go to Congress and cry about how they are too big to fail and need a multi billion dollar bailout. Once the get bailed out than they can talk about government inefficiency how they know how to make a profit and demand they be given the railroads back for a song and a dance so they can do the same thing all over again. The railroads profit comes from unpaid labor. They love to talk about how they hate paying a tax but love taxpayer funded modernization. The rail bosses ride up and down the railroad main lines in Private coaches while they talk about how passenger rail is inefficient and too expensive. .
