  2.  @commentsedited  Their were no fixed borders before the development of capitalism in Western Europe. Empires were for as far as an Emperor could maka military alliances and collect taxes for his Empire with soldiers as the enforcers of the will of the Emperor. Only recently in the 20th Century has everything in the world been divided up and borders created. Even as recently as a couple of months ago on a remote section of the Rio Grande neither side was sure which side of the border Fronton Island was on.
