  1. the 'downward spiral' of not building anymore of these poorly placed, money losing buildings sounds fine. Lets accept a real estate crash, let some banks fail and nationalize them (they destroyed themselves, no reason we can't seize failed properties), and plan for mitigating the damage to the 99% and let stupid landlords go broke.

  2.  @Argentoa  The state and federal governments should perhaps just buy commercial real estate at a huge discount rather than give tax breaks - the state can take a loss on converting to residential if it overall brings rents down and opens up new places to live.
