The Italian fascists were not racists in the proper sense, they were nationalists, recognizing that though the nation has a common stock, there are also other ethnicities contained within it. They didn't enforce racial laws until the Germans pressured them to. Most "nazis" today are fascist nationalists not national socialist racists (as in the worldview). Racist originally meant looking at the world and explaining it through the lense of race, which modern leftists now hold up as a core part of their ideologies.
