Whoever is in charge of the government at the time can do whatever they want, and even in states where elections are held for government offices, the people that will run the state owned enterprise themselves are usually appointed, not elected. They have all the authority, and the people as a whole can't do anything about it. Worse, people who do not want anything to do with that state owned company will be forced to finance it through taxes or even be forced to buy its services or goods. State owned anything is only accountable to whoever holds office and has legitimate authority at any given time, not to individuals or to the public as a whole.
