  8. Congress could pass a law that would override Trump’s executive orders. The President would veto it. Congress would need two-thirds of the House and the Senate to override the President’s veto. Regrettably, due to Trump’s majority in both the House and the Senate, Democrats lack the power to alter any of Trump’s executive orders.
