These corporations making billions aren't going to make that investment. Automobile manufacturers and special interest groups got rid of the auto unions and moved everything to States that are non union, all to maximize profits and not have to pay people a proper wage,or treat them correctly. Why do you think Manufacturing is in Vietnam? Cheap labor. Maximize profits. Companies don't want to pay living wages.
