This video and narrative doesn't give the entire picture. They talked to her for nearly 20 minutes trying to get her name,that's it. Just her name and it was a warning/educational about riding on the wrong side of the road. She refused and argued and so the officer used his discretion and changed his mind from a warning to a ticket, at that point she had to produce ID for the ticket. She refused, they told her she was under arrest they went to arrest her,she backed up and tried to push them away. The arrest happened after 18-19 minutes of talking with her. You can't get much more de-escalated than that.
