  2. you know....when I was in the military training on use of force and using deadly force......this is rule number one, positive identification of a threat. either it be a firearm or other weapon. positive identification before you pull the trigger was first and foremost. so why don't cops have to positively identify things? itchy trigger fingers. tells me they operate out of fear.
