  1. Because of the trade blockades on Cuba. Most Cuban cigars come from the Dominican Republic/Nicaragua /Honduras. They just grow the Cuban tobacco in those places now. And call them Cuban cigars when they aren't. So uhm,where's the ATF at? They are supposed to regulate tobacco and ensure legitimacy and stop crooks. Ih that's right....government doesn't do anything because it's full of a bunch of inept people.
