  4. And the people who are actually other than citizens who are under our jurisdiction are legal. Citizens that have gone through the process to become legal citizens who aren't born here and then their children after that will be American citizens by birth. I mean, honestly, unless you have a green card, and your path is going to do citizenship. For sure, then the green card holders are residents. They're not citizens and definitely not illegal, is definitely not Visa? The holders that are here and have kids, I agree with all that. They obviously meant people who where are here. Legally, and have children here and plan to take up citizenship here, which is only people who have a green card
