Of course, Putin wants a negotiated settlement. Any 'negotiation' starts from the position that Russia keeps the terririty it has invaded and occupied. Putin will not negotiate if the starting point is (as it should be) that Russia withdraws to its borders and the negotiation is about how much Russia will pay for the damage it has caused in Ukraine. Russia needs to pay for the actions of the tyrant and return the land it stole to the people that live there; who are Ukrainian, but ethnically Russian.

So Putin's arguement is that Russia has an interest in seizing Ukrainian territory, and the USA has no such interest, so it should just let Russia do this? If Russia can take Ukrainian territory, then why not Finland's, and then Sweden, and then Norway. Putin will not stop unless someone stops him.
