If correct this will be the end of EV and Hybrids, as no insurance company will insure them and they will be banned from all car parks.

I would very much doubt not. They might have discussed this with their insurers and decided jointly to carry that risk.

The CCTV footage is probably showing the failure of reinforced concrete and or steel beams under intense heat. The passive fire protection required on such structures guarantees a degree of protection, but this protect has a limited time period. The period is usually sufficient to guarantee that all people escape, but won't necessarily allow personal property (i.e. cars) to be moved. If the car park owner has no liability to the owners of the cars parked in it, why would they build it to protect the cars.

There would be little point bankrupting the owner of the car; it might only result in an extra £100 for each car owner; not enough to put someone through the hassle of bankruptcy.

The other insurers don't get all their money back. Effectively the £5m is shared between the insurnance companies, who then have to cover themselves anything that isn't covered by their share of the £5m.

Great theory, but there is plenty of fuel for a fire in a car besides the petrol and diesel.
