Victoria Crosses are not awarded for being somewhere or doing something that is merely brave, but for doing something that is so exceptionally brave as to warrant the very highest award. It is awarded for acts of valour that are rare and rarely survived. Each VC is awarded on its merits; it must be so, otherwise it devalues the award. The acts of bravery that justify a VC are usually obvious to any military commander who regularly receives reports of bravery. They are so unusual, so far and above the deeds of ordinary heroes, that they scream for special attention. That the acts of these brave Canadians have been reviewed twice by their own commanders and these commanders have not thought them sufficiently exceptional should be enough.
