  1. It is one reason why there are multiple frequencies, e.g. one for Ground, one for Clearance Delivery and one for the Tower, so that the number of aircraft trying to share a frequency is reduced. Pilots learn what overlapping transmissions sound like and should reissue any communication that they think might have been overlapped.
