  1. Amtrak should still maintain three of their long distance "cross country" lines but the smaller branches should be entirely state-funded. NEC -- Operate b/w Richmond and Boston but only serve Boston, NY, Philly, Baltimore, DC, Richmond ONLY and allow the route in between each city be operated by a combined effort of MBTA/Metro-North; NJT/SEPTA; MARC. Never really understood why operate Acela or Regional Connector when the local commuter lines alongside them along the NEC are just as capable of hauling. MARC actually lends it's trains to Amtrak during the holiday season. Just a suggestion. Might not be a good one.
